RURAL HEALTH NETWORK ADVANCEMENT PROGRAM - RURAL HEALTH SYSTEMS FACE LONG-STANDING CHALLENGES WITH ELECTRONIC HEALTH RECORD (EHR) SYSTEMS, INCLUDING HIGH IMPLEMENTATION AND ONGOING SUPPORT COSTS, INSUFFICIENT FLEXIBILITY TO SUPPORT GROWTH, AND LIMITED CONTROL OVER SYSTEM DESIGN AND OPERATIONS. THE WASHINGTON RURAL HEALTH COLLABORATIVE (DBA THE RURAL COLLABORATIVE OR TRC) IS PLANNING TO DEVELOP A SINGLE, SHARED EHR SYSTEM THAT IS OWNED AND GOVERNED BY AND FOR INDEPENDENT RURAL HEALTH SYSTEMS IN WASHINGTON STATE. TRC IS A RURAL HEALTH NETWORK OF 31 PUBLIC HOSPITAL DISTRICTS ACROSS WASHINGTON. THE MEMBERS OF TRC SHARE SERVICES AND CONTRACTS TO PROVIDE LOWER COSTS AND BETTER VALUE FOR RURAL SYSTEMS, AND WORK TOGETHER TO IMPROVE THE QUALITY AND AVAILABILITY OF HEALTH CARE SERVICES TO RURAL COMMUNITIES. TRC RURAL CONNECT PROJECT WILL SELECT THE OPTIMAL MODEL FOR IMPLEMENTING AND SUPPORTING A SHARED INSTANCE OF AN EHR THAT IS EFFECTIVE AND SUSTAINABLE FOR TRC MEMBERS. THE NEW EHR WILL BE IMPLEMENTED FOR A PILOT GROUP OF HOSPITALS TO MEET THEIR IMMEDIATE NEEDS AND ENABLE TRC TO CONDUCT A COMPREHENSIVE ASSESSMENT OF THE OVERALL VALUE AND IMPACT OF THE SHARED EHR MODEL. EXPECTED OUTPUTS OF THE PROJECT ARE: (1) BY END OF YEAR 1, HAVE SELECTED THE OPERATIONAL, GOVERNANCE AND FINANCIAL MODEL FOR THE SHARED EHR; (2) HAVE IMPLEMENTED AND VALIDATED THE SHARED INSTANCE AT TWO TO THREE PILOT SITES; (3) HAVE EXPANDED TO FOUR TO SIX TOTAL RURAL HOSPITALS BY THE END OF YEAR 4; AND (5) HAVE BUILT THE EVALUATION FRAMEWORK THAT QUANTIFIES COST, REVENUE CYCLE, AND CARE COORDINATION OUTCOMES. EXPECTED OUTCOMES INCLUDE REDUCED EHR TOTAL COST OF OWNERSHIP, STRONGER FINANCIAL AND WORKFORCE SUSTAINABILITY IN RURAL HEALTH SYSTEMS, AND PRESERVED ACCESS TO ESSENTIAL SERVICES ACROSS PARTICIPATING RURAL COMMUNITIES.
