ERIE COUNTY MEDICAL CENTER REVISED INITIATION STRATEGY FOR OPIOID USE DISORDER (ECMC RISE) - THE ERIE COUNTY MEDICAL CENTER (ECMC) REVISED INITIATION STRATEGY FOR OPIOID USE DISORDER (OUD) OR RISE PROTOCOL IS A COMPREHENSIVE EMERGENCY DEPARTMENT ALTERNATIVES TO OPIOIDS (ED-ALT) PROGRAM DESIGNED TO SERVE ADULT PATIENTS IN WESTERN NEW YORK. ECMC IS THE REGION’S ONLY LEVEL I ADULT TRAUMA CENTER AND LARGEST SAFETY-NET HOSPITAL PROVIDING CARE FOR A TOTAL OF 420,089 PATIENTS ACROSS ALL SERVICES IN 2025. IT IS ANTICIPATED THAT THIS PROJECT WILL SERVE 11,000 PEOPLE BY IMPROVING TREATMENT FOR ADULTS PRESENTING TO THE ECMC ED FOR CARE RELATED TO OUD, CHRONIC PAIN WITH OUD, WITHDRAWAL SYMPTOMS, OR OPIOID DETOXIFICATION. RISE DEVELOPS A CARE MODEL THAT PROVIDES STANDARDIZED TRAINING TO ED PROVIDERS FOR MORE TIMELY IDENTIFICATION OF OUD AND INITIATION OF BUPRENORPHINE AS MEDICATION FOR OPIOID USE DISORDER (MOUD), REDUCING RELIANCE ON OPIOID ANALGESICS. THE PROJECT WILL LEVERAGE ECMC’S EXISTING POPULATION HEALTH DATA COLLECTION INFRASTRUCTURE TO IMPROVE MONITORING OF PAIN DIAGNOSES, OUD SCREENING USING SBIRT, MOUD INITIATION, UTILIZATION OF NON-OPIOID THERAPIES, AND PROVIDER ADHERENCE TO STANDARDIZED PROTOCOLS. IT ADVANCES SAMHSA’S STRATEGIC PRIORITIES BY EXPANDING ACCESS TO HIGH-QUALITY, EVIDENCE-BASED CARE, STRENGTHENING MULTIDISCIPLINARY COLLABORATION, PROMOTING RECOVERY-ORIENTED TREATMENT, AND UTILIZING DATA-DRIVEN QUALITY IMPROVEMENT.
