***Amendment 0003 posted to PIEE on 22 October 2026. ***Amendment 0002 posted to PIEE on 21 October 2026. ***Amendment 0001 posted to PIEE on 15 October 2026. The U.S. Army Corps of Engineers, Louisville District is issuing this Request for Qualifications for the Construction of Equipment Concentration Site (ECS) at Fort Carson, Colorado. This project will be executed as a Construction Manager at Risk (CMAR) Other Transaction Agreement (OTA) under the statutory authority of 10 U.S.C. 2808a, Facility Construction or Repair. This approach will involve the general contractor during the design phase to provide feedback and input to the designer of record and the government on constructability, operability, cost, and value engineering on the design being developed.
