This notice does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract. The purpose of this notice is to: Identify commercial vendors capable of meeting Norfolk Naval Shipyard’s (NNSY) rigorous waterfront sanitary and physical security requirements. Solicit a Rough Order of Magnitude (ROM) cost estimate to assist the Navy with budgetary planning and acquisition strategy analysis. Validate vendor capability to meet a firm delivery date of December 1, 2026, assuming a contract award by November 25, 2026.
