Putting the brief together: the incumbent, who else wins this work, the contracting office and past prices…
From the notice
Q&A's: 1. CLINs 0001 through 0005 (pages 3-5) are each one firm-fixed-price lot for "Inspection and calibration." SOW paragraphs 1 and 4.2 (pages 1-2) call for lapping only of plates that are out of specification, the QASP (Attachment 0002, page 1) says lapping repairs must be authorized by the CO or COR, and Section G, paragraph 6.a (page 12) asks for labor rates. Should each year's lot price cover inspection and calibration of all 18 plates, with lapping priced separately (for example, a per-plate price or an hourly labor rate) and billed only when authorized? Or should the lot price include all lapping that may be needed that year? If lapping is priced separately, where in the quote should those prices or rates be shown? Answer: Firm fixed for calibration of all plates listed in the SOW. Lapping to be priced separately. We don’t know which plates will require lapping or how much lapping per plate will be needed. We are asking for an hourly rate for lapping. Whether the plate is big or small, the hourly rate would be the same. Plates may require a lot of lapping or very little. Pricing lapping by the plate doesn’t seem to make much sense. 2. Each CLIN (pages 3-5) states "All travel shall be in accordance with the Joint Travel Regulation (JTR)," and SOW paragraph 2 (page 1) says invoices will be checked against the contract prices and JTR approved prices.
