NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: PMW 410 Maritime Integrated Broadcast Service (MIBS) Joint Tactical Terminal-Maritime Evolved (JTT-ME) Solicitation Number: N6175027R0001 The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Portfolio Acquisition Executive (PAE) Mission Systems (MS) Naval Intelligence, IW, Communications, and Sensing (NI2CS) Portfolio, Battlespace Awareness and Information Operations (BAIO) Program Management Warfare Office (PMW) 410, intends to award a follow-on sole-source contract to L3Harris Technologies, Inc. (L3Harris) located in San Diego, CA. The contract will be for the production, delivery, and sustainment of the Embedded National Tactical Receiver Version Four (ENTR V4) receivers and Multiplexers, spares, repair units, and obsolescent part repairs to satisfy Maritime Integrated Broadcast Service (MIBS) Joint Tactical Terminal-Maritime Evolved (JTT-ME) requirements. The Government anticipates a hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five-year base period and five one-year option periods. The Maritime Integrated Broadcast Service (MIBS) program delivers the Integrated Broadcast Service (IBS) capability to the fleet, providing critical tactical data and situational awareness to Combatant Commanders. The ENTR V4 and the associated Multiplexer are key hardware components that are integrated tactical components that must be procured together to ensure interoperability.
