In plain English

This section requires each contracting agency to file a semiannual report on how it enforces construction labor standards under the Construction Wage Rate Requirements statute and the Contract Work Hours and Safety Standards statute. The reports cover October 1 through March 31 and April 1 through September 30, and must be submitted to the Department of Labor within 30 days after each period ends. It matters to contractors mainly as context: it describes agency reporting duties, not contractor obligations.
