FAR and DFARS › DFARS Part 252: Solicitation Provisions and Contract Clauses › Subpart 252.2
DFARS 252.222-7000 Restrictions on employment of personnel.
The codified text (eCFR, as of 2026-10-02). Under the Revolutionary FAR Overhaul ↗, agencies follow class deviations with new text for many parts while the formal rules go through the Federal Register: check the solicitation and your contract's clauses, which rule.
In plain English
This DFARS clause requires the contractor to hire local residents for work performed in a specified place, as long as those residents have or can quickly acquire the needed craft or trade skills. It also requires the contractor to pass this same requirement down to every subcontract. It matters because it limits who a contractor may hire for that portion of the work and creates a flow-down obligation.
Applies to: Contractors and subcontractors performing contract work in the location specified in the clause
What it requires
- Employ individuals who are residents of the specified place for that portion of the contract work
- Ensure those individuals possess or can promptly acquire the necessary craft or trade skills
- Insert the substance of this clause, including paragraph (b), in each subcontract awarded under this contract
