FAR 52.222-56 Certification Regarding Trafficking in Persons Compliance Plan.
The codified text (eCFR, as of 2026-10-02). Under the Revolutionary FAR Overhaul ↗, agencies follow class deviations with new text for many parts while the formal rules go through the Federal Register: check the solicitation and your contract's clauses, which rule.
In plain English
This provision requires the apparent successful offeror to certify, before award, that it has a compliance plan to prevent trafficking in persons and to monitor, detect, and terminate subcontractors engaged in prohibited activities. The certification is only required for the portion of the contract involving supplies (other than COTS items) acquired outside the United States or services performed outside the United States with an estimated value over $700,000. It matters because a contractor may need to submit this certification before it can receive the award.
Applies to: The apparent successful offeror on contracts meeting the stated overseas supply or service and value conditions
What it requires
- Submit a certification prior to award for the applicable portion of the contract
- Certify that a compliance plan has been implemented to prevent prohibited activities and to monitor, detect, and terminate subcontractors engaging in them
- Certify, after due diligence, either that no such prohibited activities are known or that appropriate remedial and referral actions were taken if abuses were found
Key terms: commercially available off-the-shelf (COTS) item · compliance plan · prohibited activities · due diligence · remedial and referral actions
