Building construction government contracts

In fiscal year 2026, federal agencies obligated $54.01B on construction contracts so far (Defense contracts arrive about 90 days late, so the year's total is still rising). Department of Homeland Security bought the most, followed by Department of Defense. 196 construction contract opportunities are open now on SAM.gov, and 3,413 contracts worth $56.83B with options end in the next 12 months.

New buildings, renovation and repair of commercial and institutional buildings: barracks, hospitals, offices, hangars, schools and border facilities. The Army Corps of Engineers and the Navy's NAVFAC are long-standing major buyers, and Homeland Security has lately bought heavily for border infrastructure.

Set-asides: at least 10% of FY2026's construction contract dollars ($5.42B) went through contracts set aside for small businesses, most through service-disabled veteran-owned and small business set-asides. Many orders under larger contracts carry no set-aside code, so this counts only what is reported. How set-asides work →

How the government buys construction work

  • Construction contracts over $2,000 fall under the Davis-Bacon Act: workers must be paid the prevailing wages in the solicitation's wage determination, with certified weekly payrolls.
  • Larger construction contracts require performance and payment bonds (the Miller Act), and many solicitations ask for a bid bond. Line up your bonding capacity before you bid.
  • Much of the work is ordered under multiple-award construction contracts (MACCs and MATOCs). Getting on one is the way to the task orders, which are competed among the holders only.
  • Small projects are often set aside for small businesses, 8(a), HUBZone or service-disabled veteran-owned firms.
