- Per resident: divided by the Census Bureau's resident population estimate (July 1 of the calendar year holding most of the fiscal year; years after 2025 use the 2025 estimate). Federal amounts are where the work is done, not where recipients are based.
- CMS Medicare Geographic Variation: what Original Medicare (fee-for-service, Parts A and B) paid for the care of beneficiaries living in each place, by calendar year (2014-2024). Medicare Advantage plan payments (about half of beneficiaries) and Part D drug plans are not included; beneficiary counts include both.
