How to read this
- Per resident: divided by the Census Bureau's resident population estimate (July 1 of the calendar year holding most of the fiscal year; years after 2025 use the 2025 estimate). Federal amounts are where the work is done, not where recipients are based.
- New York City government payments (money paid out; source: NYC Comptroller (Checkbook NYC)), not federal obligations. They include federal and state grant money the city spends, so don't add them to federal or state totals.
- New York City fiscal years run July to June (FY2027 started July 2026).
