How to qualify
SBA certifies WOSBs and EDWOSBs for free. Contracting officers can set a buy aside for them in the industries where SBA finds women-owned small businesses underrepresented (EDWOSB: substantially underrepresented); women-owned firms also compete for every other small-business set-aside.

SBA decides who qualifies, not SpendQuery. You certify your own status when you register and when you make an offer.
What's changing · as of October 2026
- The SBA women-owned program is separate from the Department of Transportation's DBE program, which in September 2026 stopped presuming that women-owned firms are disadvantaged (state and local transportation contracts). DOT's final rule (summary) ↗
Not legal advice: check the current rules before you certify.
