Federal contracts · fiscal year 2025

The year-end spending rush

In fiscal year 2025, federal agencies obligated 19% of their contract dollars in September, the year's last month ($150.53B of $793.44B), and 9.9% in its final week alone ($78.40B). An even year would put 8.3% in each month and about 1.9% in each week. Money that isn't obligated by September 30 often expires, so offices hurry to sign before it does.

Fiscal year 2026 ended September 30; its reports are still coming in. Civilian agencies have reported $59.63B of September contract obligations so far (data through September 30, 2026), against $58.14B in all of September 2025. Contracting offices have three business days to report an award, so most of the gap closes by late October. Defense contracts reach USAspending 90 days late (reported through September 30, 2026), so the whole year is in from about January 28, 2027.

Contracts only (grants and loans follow their own calendars), net of money taken back, by the date each action was signed, from USAspending.gov. A September surge isn't waste by itself: some buying is seasonal, and multi-year contracts are often signed when the money arrives. Data as of 2026-10-20. How SpendQuery counts.
