FAR 37.603 Performance standards.
The codified text (eCFR, as of 2026-10-02). Under the Revolutionary FAR Overhaul ↗, agencies follow class deviations with new text for many parts while the formal rules go through the Federal Register: check the solicitation and your contract's clauses, which rule.
In plain English
This section explains that performance standards define the level of performance the Government requires to meet contract requirements, and they must be measurable so the contractor's performance can be assessed. When offerors propose performance standards in response to a Statement of Objectives (SOO), agencies must evaluate those proposed standards to see if they meet agency needs.
Applies to: Contractors and agencies involved in contracts that use performance standards, especially when offerors respond to a SOO.
What it requires
- Ensure performance standards are measurable and structured to permit assessment of the contractor's performance.
- When offerors propose performance standards in response to a SOO, agencies must evaluate the proposed standards to determine if they meet agency needs.
