FAR 52.215-3 Request for Information or Solicitation for Planning Purposes.
The codified text (eCFR, as of 2026-10-02). Under the Revolutionary FAR Overhaul ↗, agencies follow class deviations with new text for many parts while the formal rules go through the Federal Register: check the solicitation and your contract's clauses, which rule.
In plain English
This provision tells contractors that the Government is not going to award a contract based on this solicitation and will not pay for the information it requests, except as an allowable cost under other contracts. It also clarifies that even though the words "proposal" and "offeror" are used, your response is only information and will not be treated as a proposal. The solicitation states its purpose in paragraph (c).
Applies to: Contractors responding to a Request for Information or solicitation for planning purposes
