Staffing government contracts
In fiscal year 2026, federal agencies obligated $855.00M on staffing contracts so far (Defense contracts arrive about 90 days late, so the year's total is still rising). Department of Veterans Affairs bought the most, followed by Department of Health and Human Services. 9 staffing contract opportunities are open now on SAM.gov, and 417 contracts worth $1.82B with options end in the next 12 months.
Temporary help and staffing services for federal agencies: administrative, clerical, technical and other support staff.
Set-asides: at least 32% of FY2026's staffing contract dollars ($271.82M) went through contracts set aside for small businesses, most through service-disabled veteran-owned and indian economic enterprise set-asides. Many orders under larger contracts carry no set-aside code, so this counts only what is reported. How set-asides work →

How the government buys staffing work
- Personal services contracts, where the government directly supervises contractor staff, are generally not allowed (FAR 37.104); contracts describe the work to be done, not people to be managed.
- Many agencies order this work through GSA's Multiple Award Schedule (MAS) instead of posting an open solicitation. Holding a schedule contract opens those orders to you.
- Service contracts over $2,500 fall under the Service Contract Act: the solicitation includes a Department of Labor wage determination, the minimum wages and fringe benefits you must pay on the contract. Price from it, not from your commercial rates.
Industry codes
Federal contracts are filed under NAICS industry codes. This page counts this one; each has its own page with every office that buys it and the newest awards.
- NAICS 561320 Temporary Help Services · SBA small business size standard: Average annual receipts of $34 million or less
