Janitorial and cleaning government contracts

In fiscal year 2026, federal agencies obligated $1.95B on janitorial contracts so far (Defense contracts arrive about 90 days late, so the year's total is still rising). Department of Defense bought the most, followed by General Services Administration. 24 janitorial contract opportunities are open now on SAM.gov, and 546 contracts worth $3.94B with options end in the next 12 months.

Custodial and cleaning services for federal buildings, military bases, VA medical centers and courthouses, plus window, carpet and other building services. Contracts usually run a base year with up to four option years, and many are set aside for small businesses.

Set-asides: at least 20% of FY2026's janitorial contract dollars ($383.18M) went through contracts set aside for small businesses, most through 8(a) and small business set-asides. Many orders under larger contracts carry no set-aside code, so this counts only what is reported. How set-asides work →

How the government buys janitorial work

  • Service contracts over $2,500 fall under the Service Contract Act: the solicitation includes a Department of Labor wage determination, the minimum wages and fringe benefits you must pay on the contract. Price from it, not from your commercial rates.
  • Many large federal janitorial contracts are on the AbilityOne Procurement List, reserved for nonprofits that employ people who are blind or have significant disabilities. That is why nonprofits lead the winners on this page; work on the list is not open to other bidders.
  • Walk the site when a site visit is offered: square footage, floor types, cleaning frequencies and the hours of access drive the price.
  • Medical facilities usually require infection-control training and specific cleaning standards; read the performance work statement closely.

Industry codes

Federal contracts are filed under NAICS industry codes. This page counts these; each has its own page with every office that buys it and the newest awards.
